Treasure / currencies of the sea, so to clean them?

coins purchased from e-bay.they are covered with a layer of garbage to be in person there sells for years.The says olive oil is the best way to clean its not working too them.but well.anybody here has experience with it? i dont think solution based on an acid work.for coins are silver or gold.i not a jewelry cleaner will work well, since its more of a tarnish.its many layers of quite good as something which is taken from the titanic.any ideas, please?
